Rectangle tool config

If a rectangle tool is drawn and sitting over the top of an existing line or text drawing, its almost impossible to select the line/txt only without disturbing the rectangle and messing everything up. Is there a 'push to back' function (eg. similar to PowerPoint) where it sends the rectangle drawing to the back, or a config option to specify that the rectangle can only be selected by its edges, thereby not selecting the rectangle when trying to select another drawing/tool? Its quite frustrating.
