If this is set to be your default browser, then when you select one of the options from the "Help" menu in Sierra Chart, then it will open that browser to that particular page. For instance, "Help >> Account Control Panel" will open your default browser to the Account Control Panel web page for your Sierra Chart Account. Sierra Chart does NOT open any browser windows without your specific interaction to do so.
