The option for "Enable Delete Selected Drawing with Right Click" works by selecting the drawing first and then right clicking anywhere to delete it. If the menu options come up when you right-click, then another right click will not work in this case. The option is really meant to work when your tool is set to one of "Pointer", "Chart Values/Crosshair", or "Hand". Then you select the drawing you want with a left click and then right click to delete it. Note that this requires the option for "Support Left Click to Select Drawings" to be set to "Yes", which it is in your case.
