Refer to the following to start: Chart Scale and Scale Adjusting: Interactive Scaling If you are unable to scroll the chart to the left and/or right, then the implication is that you have all the data displayed in the one screen, therefore there is nothing to scroll. You should be able to adjust the chart up and down. We are not sure what you are wanting to do with "CTRL" and "SHIFT". This can modify what the mouse scroll wheel does, or how you interact with the right side scale. But it does not sound like you are specifically referring to how to use the mouse.
