Hi,

How do I set my settings and where so that I can move my chart around. It's stuck and using CTRL or SHIFT isn't doing anything.

Refer to the following to start:
Chart Scale and Scale Adjusting: Interactive Scaling

If you are unable to scroll the chart to the left and/or right, then the implication is that you have all the data displayed in the one screen, therefore there is nothing to scroll.

You should be able to adjust the chart up and down.

We are not sure what you are wanting to do with "CTRL" and "SHIFT". This can modify what the mouse scroll wheel does, or how you interact with the right side scale. But it does not sound like you are specifically referring to how to use the mouse.

I already have this set to the interactive scaling. The problem is I can't move my chart by any other means If I size using the time scale all it does is squench up the candle sticks I'm unable to easily review price. For example trading view you hold the mouse on the screen and can freely move any where.

Disregard I found simply using the hand tool works. Would be nice to be able to use the Chart values cursor while moving the chart around. Is this doable?

The "Hand" tool is the tool that does this.

If you want to have the crosshairs displayed while using the Hand (and other tools) then refer to the following setting:
Chart Drawing Tools: Action When Other Tools Selected (Global Settings >> Tool Settings >> Chart Values >> Chart Values)

The setting we gave is a way to have the crosshairs displayed with other tools, including the Hand tool.
