Check your Message Log and see if you are getting an error message related to the NTP where it is not able to change your clock due to privileges. But, in general, having that 1 second does not make any difference at all. It is just a difference in the timestamps of the data versus the time of your computer. It does not mean that you are getting data late by 1 second. The data is still coming in correctly.
